From Taoyuan Airport to Hualien

This information is a summary to assist Tzu Chi University students. Immigration rules are subject to change. Always follow the latest instructions on the National Immigration Agency (NIA) and Bureau of Consular Affairs (BOCA) websites.

Introduction

The Alien Resident Certificate (ARC) is your official residence card in Taiwan. It serves as both your legal proof of stay and local identification. With an ARC, you can:

    • Legally reside in Taiwan for the duration of your studies

    • Open a bank account, sign rental contracts, and apply for mobile phone plans

    • Register for National Health Insurance (NHI) once eligible

All Tzu Chi University international students enrolled in degree programs must apply for an ARC within 30 days of entering Taiwan on a Resident Visa. Students who initially entered on a Visitor Visa must first change to a Resident Visa, then apply for an ARC.

OGA Airport Pickup (Recommended for New International Students)

  • Tzu Chi University’s Office of Global Affairs (OGA) typically arranges a one-time pickup for new students from Taoyuan Airport directly to the university in Hualien.
  • Please arrive within the designated pick-up period and reply to the OGA’s pick-up coordination email to confirm your arrangement

Public Transportation

A. MRT + Train via Taipei
  1. Airport MRT to Taipei Main Station:

    • Ride the Express or Commuter train from TPE to Taipei Main Station (~40 minutes, fare around NT$160). We reccomend taking the express line for faster travel

  2. TRA Train to Hualien:

    • From Taipei Main Station, board a Taroko Express or Puyuma Express train. Journey takes about 2 to 2.5 hours, with fares from NT$583元

  3. From Hualien Station to TCU:

    • Take a taxi (~10 min)—fare: about NT$120 to the Main Campus; about NT$160 to Ji’r-En Campus.

Helpful Tips for TCU Students

  • OGA Pickup is the simplest and most comfortable; reserve your spot early.

  • For public transit, book TRA tickets in advance, especially during peak seasons.

  • MRT and TRA are language- and budget-friendly, ideal for independent travelers.

  • Always keep your EasyCard or iPASS card handy for MRT and buses—these make transfers smoother.
