Introduction

The Alien Resident Certificate (ARC) is your official residence card in Taiwan. It serves as both your legal proof of stay and local identification. With an ARC, you can:

  • Legally reside in Taiwan for the duration of your studies

  • Open a bank account, sign rental contracts, and apply for mobile phone plans

  • Register for National Health Insurance (NHI) once eligible

All Tzu Chi University international students enrolled in degree programs must apply for an ARC within 30 days of entering Taiwan on a Resident Visa.

Students who initially entered on a Visitor Visa must first change to a Resident Visa, then apply for an ARC.

Step-by-Step: ARC Application

Step 1: Prepare Your Documents

Required items may include (depending on your case):

  • Passport (valid at least 6 months)

  • Resident Visa (in passport or approval notice if converted in Taiwan)

  • Tzu Chi University enrollment/registration certificate

  • Taiwan address proof (e.g., rental contract or dormitory agreement)

  • One recent passport-size photo (45×35 mm, white background)

  • ARC application fee (NT$1,000 per year)

Step 2: Apply Online

  1. Go to the NIA Student ARC Portal: https://coa.immigration.gov.tw/coa-frontend/student/entry

  2. Create an account and log in.

  3. Select the service you need: New ARC, Extension, or Change of Information.

  4. Upload the required documents and photo.

  5. Pay the application fee online as instructed.

Step 3: Receive Your ARC

  • After submission, NIA will review your case.

  • Follow the instructions shown in your application status.

  • In most cases, you will be notified when your ARC card is ready for pickup at the designated NIA Service Center.

Deadlines & Reminders

  • Within 30 days: Apply for ARC after entering Taiwan with a Resident Visa.

  • Before expiry: Renew your ARC before it expires; late applications may result in fines.

  • Address changes: Report within 30 days if you move to a new residence.

  • Graduation or withdrawal: Your ARC will be shortened; consult the NIA if you wish to extend your stay.

Helpful Tips for TCU Students

    • Keep a digital copy of your ARC card in case you misplace it.

    • Renew your ARC at least 30 days before expiry to avoid issues with your studies, insurance, or travel.

    • After you receive your ARC, you may apply for National Health Insurance if you have been in Taiwan for at least 6 months continuously (or earlier if covered through school).
