Assessment of Potential Partner Institutions

締約對象應審慎選擇並評估，與本校規模相當、有助本校學術發展與提升、共同合作，項目如世界排名、國際認證、學校規模、科系領域、英文授課等互惠平等對待為合作前提。
Partner institutions should be carefully selected and evaluated. The collaborating institution should be comparable in scale to our university and capable of contributing to our academic development. Cooperation should be based on mutual benefit and equality, taking into consideration factors such as global rankings, international accreditation, institutional size, academic fields, and English-taught programs.

應事先確認締約對象為教育部「教育部外國大學參考名冊」中認可之學校。
It must be confirmed in advance that the partner institution is recognized in the Ministry of Education’s “Reference List of Foreign Universities.”

合作或交流協議必需符合下列原則

Principles for Cooperation or Exchange Agreements

1. 雙方應本平等互惠原則。
   Both parties shall adhere to the principle of equality and reciprocity.

2. 對方應具有相當學術地位或成就，對本校之學術發展有很大助益。
   The partner institution should possess notable academic standing or achievements that can significantly benefit our university.

3. 對方應具有某方面的辦學特色或成效，足資本校交流借鏡。
   The partner should exhibit distinctive strengths or successful practices that can serve as a model for academic exchange.

4. 雙方合作事項須有專責單位或指定人選負責計畫的順利推展與執行。
   A designated office or responsible personnel must oversee the development and implementation of the cooperation plan.

5. 合作協議或交流內容必須具體、明確、可行、有實效。
   The agreement or exchange plan must be concrete, clear, feasible, and effective.

合作與交流計畫的開啟方式

Initiation of Cooperation or Exchange Programs

由我方主動提議：
由校長、院長、系所主管、系所教授或校內其他單位主管，基於合作或交流需求主動提出者。
Initiated by our university:
The proposal may be initiated by the President, Deans, Department Chairs, faculty members, or other unit heads.

由對方主動提議：
由對方相對等之單位主管透過本校適當單位提出者。
Initiated by the partner institution:
The partner’s administrative equivalent may submit the proposal through the appropriate office at our university.

由校外機關委託之專案：
例如教育部、慈濟基金會等，如無特別規定依本辦法辦理。
Initiated through external agencies:
Projects commissioned by entities such as the Ministry of Education or Tzu Chi Foundation shall follow the project’s regulations or, if unspecified, follow this guideline.

合約種類

Types of Agreements

學術合作交流備忘錄 MOU（Memorandum of Understanding）

說明：
最初步的合作層級，簽署後列為姊妹校（必要時註明合作範圍如院或系）。
Description:
An initial form of cooperation. Once signed, the institution is counted as a sister school (with specification if the cooperation is limited to a college or department).

協議書 Agreement

說明：
具體合作細約，若合作深化可再簽訂實質合作附約。
Description:
A detailed agreement outlining concrete cooperation. Additional annexes may be signed if collaboration becomes more substantial.

雙聯學制 Joint Degree Program

需要系所推動，簽署層級可為校、院、系，並需經行政會議核可。
Requires departmental initiation; may be signed at university, college, or department level, subject to approval by the Administrative Council.

合約內容

Agreement Content

1. 使用語言：

   • 海外：英文為唯一正式版本。

   • 大陸地區：繁體與簡體中文各一份。
     Languages:

   • Overseas partners: English is the sole official version.

   • Mainland China partners: Traditional and Simplified Chinese versions are required.

2. 內容項目：
   合約名稱、起迄日期（通常 3–5 年）、簽約人、簽約日等，其他內容可依需求調整。
   Content:
   Agreement title, duration (typically 3–5 years), signatories, signing date, and other negotiated terms.

3. 協商方式：
   可透過電子郵件、會議、電話等達成。
   Negotiation:
   May occur via email, meetings, or telephone communication.

4. 本校簽署代表人：
   校級合約由校長簽署；院級由院長簽署。
   Signing authority:
   University-level agreements are signed by the President; college-level by the Dean, and so forth.

訂定合約時應注意事項

Important Considerations When Drafting Agreements

• 合約內容應符合學校利益、法規與慣例，有疑義須先諮詢主管單位。
  Agreement content must align with university interests and regulations. Clarifications should be sought from responsible authorities.

• 架構應符合合作層級，簽署人職稱需對等（校級除外）。
  Agreement structure and signing authority must match cooperation level.

• 承辦單位負責洽談、推動及維護合約。
  The responsible unit shall negotiate, implement, and maintain the agreement.

• 交換學生計畫須明訂名額、單位、資格、成績、語言等要求。
  Exchange programs must specify quotas, units, eligibility, academic and language requirements.

• 雙聯學位計畫須明訂費用、課程、抵免、畢業規範等。
  Joint degree programs must include tuition, curriculum, credit transfer, and graduation requirements.

• 與大陸高校合作須確認對方於教育部認可名冊，並遵守相關法令規範與報部程序。
  Cooperation with Mainland Chinese institutions requires MOE recognition and compliance with regulations and reporting procedures.

合約之簽署

Signing of Agreements

完成行政流程後即可簽署，可採郵寄、電子簽名或在訪問時舉行簽約典禮。
After administrative procedures are completed, agreements may be signed via mail, electronic signature, or during official visits.

校內行政流程（校級）

University-Level Internal Procedure

校級合約需經由國際處提送行政會議通過後，由學校與對方簽訂。
University-level MOUs must be approved by the Administrative Council as submitted by the Office of International Affairs (OIA).

本校院系（所）與海外機構締約流程

College/Department Agreement Procedure (Overseas Institutions)

1. 研擬協議內容 → 提交國際處確認

2. 國際處確認 → 系務會議、院務會議審議

3. 送行政會議核定

4. 行政會議通過 → 雙方簽署

5. 簽署完成 → 國際處存查紙本、院系存查電子檔

本校院系（所）與大陸高校締約流程

College/Department Agreement Procedure (Mainland China Institutions)

1. 研擬協議內容 → 提交國際處

2. 國際處確認 → 系務、院務會議審議

3. 送行政會議核定

4. 行政會議通過 → 國際處報教育部

5. 報部核准後 → 雙方簽署

6. 簽署後 → 國際處再次報教育部

7. 紙本由國際處存查；院系存查電子檔

其他說明

Additional Notes

各單位主管可於互訪時先簽署合作意願書，再提正式協議書送校內程序審議後簽署。
During mutual visits, unit heads may sign a Letter of Intent (LOI) first, followed by drafting a formal agreement to be approved through standard procedures.
