Introduction
The Alien Resident Certificate (ARC) is your official residence card in Taiwan. It serves as both your legal proof of stay and local identification. With an ARC, you can:

Legally reside in Taiwan for the duration of your studies
在臺期間依法居留以完成學業。Open a bank account, sign rental contracts, and apply for mobile phone plans
開立銀行帳戶、簽訂租賃契約或申請行動電話方案。Register for National Health Insurance (NHI) once eligible
符合資格後申請加入全民健康保險（健保）。
All Tzu Chi University international students enrolled in degree programs must apply for an ARC within 30 days of entering Taiwan on a Resident Visa.
慈濟大學所有就讀學位課程之國際學生，須於持居留簽證入境臺灣後 30 日內 申辦外僑居留證（ARC）。
Students who initially entered on a Visitor Visa must first change to a Resident Visa, then apply for an ARC.
以 停留簽證（Visitor Visa） 入境者，須先轉換為 居留簽證（Resident Visa） 後，方可申請外僑居留證。

Step 1: Prepare Your Documents
步驟一：準備申請文件
Required items may include (depending on your case):

Passport (valid at least 6 months)
護照（效期須至少 6 個月以上）Resident Visa (in passport or approval notice if converted in Taiwan)
居留簽證（貼於護照內頁或於臺灣轉換後之核准函）Tzu Chi University enrollment/registration certificate
慈濟大學在學／註冊證明書Taiwan address proof (e.g., rental contract or dormitory agreement)
在臺住址證明（例如租屋契約或宿舍入住證明）One recent passport-size photo (45×35 mm, white background)
一張近六個月內拍攝之護照規格照片（45×35 mm，白色背景）ARC application fee (NT$1,000 per year)
申請費用：每年新臺幣 1,000 元

Step 2: Apply Online
步驟二：線上申請
Go to the NIA Student ARC Portal: https://coa.immigration.gov.tw/coa-frontend/student/entry
前往 移民署學生線上申請系統 網頁。Create an account and log in.
建立帳號並登入系統。Select the service you need: New ARC, Extension, or Change of Information.
選擇申請項目：新申請、展期、或資料變更。Upload the required documents and photo.
上傳所需文件與照片。Pay the application fee online as instructed.
依系統指示線上繳交申請費用。
Step 3: Receive Your ARC
步驟三：領取外僑居留證
After submission, NIA will review your case.
送出申請後，移民署將進行審核。Follow the instructions shown in your application status.
請依系統顯示之申請進度及指示辦理。In most cases, you will be notified when your ARC card is ready for pickup at the designated NIA Service Center.
審核通過後，系統將通知您至指定之移民署服務站領取外僑居留證。
Deadlines & Reminders
期限與注意事項
Within 30 days: Apply for ARC after entering Taiwan with a Resident Visa.
入境 30 日內： 應於持居留簽證入境後 30 日內完成申請。Before expiry: Renew your ARC before it expires; late applications may result in fines.
到期前： 應於外僑居留證到期前完成展期，逾期申請將遭罰款。Address changes: Report within 30 days if you move to a new residence.
地址變更： 搬遷新址後應於 30 日內辦理地址變更登記。Graduation or withdrawal: Your ARC will be shortened; consult the NIA if you wish to extend your stay.
畢業或退學： 居留期限將縮短，若需延長居留，請洽移民署諮詢。
Helpful Tips for TCU Students

Keep a digital copy of your ARC card in case you misplace it.
建議將外僑居留證掃描或拍照留存電子檔，以防遺失時可備查。Renew your ARC at least 30 days before expiry to avoid issues with your studies, insurance, or travel.
請於到期前至少 30 日辦理展期， 以免影響就學、健保或出入境行程。After you receive your ARC, you may apply for National Health Insurance if you have been in Taiwan for at least 6 months continuously (or earlier if covered through school).
領取 ARC 後，連續在臺居留滿 6 個月 即可申請加入全民健康保險（若由學校投保者得依規定提前辦理）。
