How to Apply for Resident Visa?

Introduction

Once you’ve obtained your ARC (Alien Resident Certificate) and have resided in Taiwan for at least six consecutive months (with at most one trip abroad not exceeding 30 days), you’re legally required to enroll in Taiwan’s National Health Insurance (NHI) system and obtain your NHI card.

    • Legally reside in Taiwan for the duration of your studies

    • Open a bank account, sign rental contracts, and apply for mobile phone plans

    • Register for National Health Insurance (NHI) once eligible

All Tzu Chi University international students enrolled in degree programs must apply for an ARC within 30 days of entering Taiwan on a Resident Visa. Students who initially entered on a Visitor Visa must first change to a Resident Visa, then apply for an ARC.

Step-by-Step: ARC Application

1. Confirm Eligibility
  • Must hold a valid ARC and have resided in Taiwan for 6 months. One short trip abroad (<30 days) is permitted during this period.

2. Enroll in NHI & Apply for the Card
  • The university’s International Office (OIA) typically handles enrollment and card issuance for newly eligible students.

  • You’ll likely need to provide:

    • A copy of your ARC (front and back)

    • One or two recent 2-inch passport-style photos

  • The OIA submits your information for NHI enrollment and card production.

3. Fees & Card Collection
  • First-time issuance of the NHI card is free.

  • If your card is lost, damaged, or needs reissuance (e.g., due to updated information), a NT$200 fee applies per replacement. 

  • Once ready, the OGA will notify you—usually via email, LINE, or school messaging—for collection at their office. 

Helpful Tips for TCU Students

    • Always carry your NHI card when seeking medical services. It’s your health ID and is required at clinics and hospitals

    • After graduation or leaving Taiwan, do not discard it. If you return later, you may reuse the same card. Otherwise, you can return or cancel it with the NHI office.
